“Digital rights: a new evolution of Human Rights”

With the slogan “Digital Rights: a new evolution of Human Rights”, we are delighted to present the 3rd Edition of the Digital Law World Congress, which will take place “virtually” next 22 – 23 October, on the occasion of the celebration on the 24 October, of the 75th Anniversary UN constitution.
The development of the Internet and the digital society has changed the way in which we relate, communicate and carry out our social, labor and economic activities, creating an authentic revolution and an unlimited source of progress opportunities.
However, this situation has also entailed certain risks that involve a challenge to security, privacy and trust in the digital world, and that must be faced through measures that guarantee the rights and freedoms of all citizens.
Progress is necessary in order to achieve the protection of people’s rights in the digital and technological environment in which we are immersed, without forgetting the globalized and international character that particularly characterizes this digital environment.
For this reason, the ICAB started in July 2018 the Project of the Charter of Barcelona for the Rights of Citizens in the Digital Era, through an open process, which had its first milestone during the celebration of the II DIGITAL LAW WORLD CONGRESS on February 21-22, 2019, with the presentation of the Text Charter of Barcelona for the Rights of Citizens in the Digital Era.
At that time, we already thought about the challenge of celebrating a Congress in 2020 coinciding with the 75th Anniversary of the constitution, on October 24, 1945, of the UN, an organization that has been crucial in the development of Human Rights in the 20th Century.
And also because moving forward in the achievement of digital rights represents moving towards the Sustainable Development Goals of the UN 2030 Agenda. ICAB integrated the project of the Charter of Barcelona for the Rights of Citizens in the Digital Era in its Action Plan, in order to work towards the accomplishment of those objectives.
Today, in this new social reality, the ICAB is preserving, with a long history defending human rights, the need that the legal system is adapted to the digital and technological environment, in order to guarantee that the conquest of human rights, achieved in the twentieth Century is also a reality in the digital environment, and that the human being is able to grow with full of rights in this area.
The city of Barcelona, a city that has historically been opened to knowledge, to the adaptation of social changes, and which currently constitutes a pole of technological attraction, must also be the city of international reference in Digital Rights.
The III Digital Law World Congress (2020): “Digital rights: a new evolution of Human Rights” will be the scenario for reflection to advance towards these objectives.
